Our Attorneys

Chlece Walker-Neal-Murray
  • Chlece Walker-Neal-Murray (she/her) is the Co-Founder, Executive Director, and Supervising Attorney at Chicago Advocate Legal. She founded the firm in 2015 to fill the gap in accessible legal services for low to middle-income clients. 

    Prior to starting the firm, Chlece worked at the Cook County Jail and Legal Assistance Foundation, now Legal Aid Chicago, deeply shaping how she practices law today.

    “I saw firsthand how trauma, poverty, and systemic failure collide, and I knew that simply reacting to legal problems wasn’t enough. I began to integrate law with social work, especially in child welfare and domestic violence cases, and I started to see the need for a preventative, holistic approach that treated people as full human beings, not just legal issues. 

    Justice requires more than statutes; it requires systems thinking, humility, and education.”

    Today at CAL, she develops programs like the Preventative Law Initiative, blending legal advocacy with psychoeducation and community care and designed to interrupt harm before it compounds.

    She has served a number of government and nonprofit organizations such as the Jesse Brown VA Medical Center, the Cook County Public Guardians Office Juvenile Division (a domestic violence shelter), the Center for Court Innovation in Manhattan, the Brooklyn Family Court in the Child Support Division, and at Court Appointed Special Advocates (CASA) in Atlanta, Georgia. 

    Christ is her biggest influence as an advocate.

Laurence Moss, J.D.
  • Associate Attorney and Board Member

    Laurence Moss (he/him) is a dedicated litigation attorney who has assisted clients in the most dire need of services. His work is driven by the knowledge that the world changes and people’s needs change and uses the power of law to help each client and community thrive.

    Before becoming a licensed attorney, Lawrence worked as a clerk at a personal injury law firm and recognized a need for affordable, quality legal services. He graduated with his J.D. from the University of Illinois and served as Associate Attorney at Chicago Family and Immigration Services where he sharpened his litigation practice and worked on cases in family law, divorce, child custody, guardianship, landlord, tenant, eviction, and housing.

Rachel Migliore
  • Staff Attorney

    Rachel Migilore (she/her) joined Chicago Advocate Legal in 2024 to expand her practice and help more people seek justice. As the daughter of a defense attorney, Rachel would often go to court with her dad growing up and began working in his law office as a teenager. It was his tireless advocacy and genuine care that inspired her and her two brothers to become lawyers and honor his memory. 

    After moving to Chicago in 2015, she graduated from DePaul University College of Law in 2018 in the top 15% of her class. During law school, she interned at the Office of the Public Guardian, worked on a high-profile child death case, and handled Title IX and sexual harassment cases through her father‘s office and the Time‘s Up Legal Defense Fund. She also worked on writing disability appeals for the Law Office of Barry A. Schultz.

    In August 2019, Migliore joined Ascend Justice, a legal nonprofit assisting domestic violence survivors, where she volunteered throughout law school. Over 4 and a half years with the firm, she helped countless survivors. In 2021, she began working on A.A. v. Nita A., a case that led to a trial victory in July 2022. The First District of Illinois Appellate Court affirmed this decision in November 2023, creating the state‘s first case law regarding abuse of transgender persons.

    Rachel joins CAL hoping to expand her knowledge and practice areas, and be able to help people seek justice, however they may need it.

Khalid Bilal
  • Paralegal and Legal Assistant

    Khalid Bilal (Khalid/Bilal/Bro.) joined Chicago Advocate Legal in 2016 as a Board Member and Supervising Paralegal specializing in the fields of real estate and family law litigation and dedicated to serving low and moderate income individuals and families.

    “My service as a Chaplain at Elgin Mental Health Center, Stateville Penitentiary, Stateville Minimum Security Unit, Joliet Treatment Center and at Cook County Jail and Heartland Alliance for Human Rights deeply inspired how I view the law and the carceral system today. 

    At these facilities, I witnessed firsthand how trauma, poverty, and carceral systemic failure collide, and I understood that simply reacting to legal problems wasn’t enough. At the age of 57, I returned back to school, acquired my Bachelor of Science Degree in Paralegal, Legal Studies.”

    Today, Bilal supports Chicago Advocate Legal, NFP attorneys by handling intake calls, preparing legal forms and notices, and filing legal documents with the Clerk of the Circuit Court of Cook County, Cook County Recorder of Deeds, and other state and county administrative agencies.

    Prior to becoming a paralegal, Khalid worked as a property manager for a number of Chicago real estate companies and organizations, including Realty & Mortgage, and S. Deen, Inc. Khalid also volunteers with the Chicago Coalition for the Homeless and is a Chaplain for the Cook County Department of Corrections.
